Pre-primary campaign finance reports were due Monday at noon at the Kosciusko County Clerk’s Office and they show that most of the funds spent for the May Republican primary in Kosciusko County were for the county sheriff’s race. .
The reports cover the period from January 1 to April 8. There are no contested races for any other political party.
Outgoing Sheriff Kyle Dukes declared $47,671.88 in cash and investments at the start of this reporting period. He received a total of $11,190 in contributions for a total of $58,861.88. Expenses totaled $40,821.40, leaving $18,040.48 in cash.
Dukes’ campaign contributors included Keith Busse, $1,000; William Thomas, $400; Arlene Bobeck, $150; Caroline Anderson, $500; Roger Corenstra, $1,000; Nathaniel Scherer, $500; Timothy Early, $3,000; Andy Roeder, $500; RTT Investments LLC, $1,000; Bearcat Corp., $1,000; Indiana LLC Medical Devices, $1,000; and BCA LLC, $1,000.
The largest individual expenditures reported by Dukes were $3,590.92 for Affordable Signs, Kendallville, for advertising, and $20,000 for Campaign Ad Cloud, Indianapolis, for social media advertising.
Challenger Jim Smith declared $16,243.51 in cash at the start of this reporting period, with contributions totaling $31,426.55 for a total of $47,670.06. Expenses totaled $35,189.96, leaving free cash of $12,480.10.

County Council District 3
There are three candidates in the County Council District 3 race.
Tony Ciriello’s campaign report shows cash in hand at the start of the reporting period was $4,675.83, with contributions listed for that period at $1,100. Total contributions since the beginning of the year (YTD) are listed at $5,060. Expenses for this period are listed at $2,092.15, with cumulative expenses at $3,376.32. However, the report also lists cash and investments at the end of this reporting period at $2,092.15 and year-to-date at $3,376.32.
Contributors included Warsaw’s Discount Warehouse, $500; Fred Armstrong, $100; and Mishler for the State Senate, $500. The largest expense was $1,246.30 for Indiana Dimensional Products.
Scott Clay listed his cash and investments at the start of the reporting period at $1,526.49. Contributions totaled $7,143, giving him a total of $8,669.49. Expenses were $4,614.68, leaving him with cash on hand of $4,054.81. His report also states that the debt owed to the committee is $750, but this is listed as a loan from Clay to his committee.

Candidate Josh Lozano reported contributions of $112 and an expense of $7, leaving a cash balance of $105.
County Council District 1
For the County Council District 1 seat, incumbent Kimberly Cates takes on challenger Todd Davis.
Cates reported contributions of $3,934.29, with expenses of $3,934.29. She lists her contributors as herself, $3,184.29; John Northenor, $500; and Randy Girod, $250. His largest expenses are $1,310 for The Papers, Milford, for newspaper advertising and $1,011.87 for Signs on the Cheap, Austin, Texas.
Davis reported contributions of $5,556.14 and expenses of $5,556.14. He presented himself as the only contributor. His largest expenses were listed as $1,663.82 for Indiana Dimensional Products and $1,423 for Times-Union.
Southern District County Commissioner
Don Wiesehan declared $1,000 in cash at the start of the reporting period, with contributions totaling $1,451. Expenses total $2,034, leaving cash on hand at $416. Contributors include Brian Klinger, $250; Joel Beam, $101; Frank E. Rhoades, $100; and James H. Stafford, $1,000. The largest expense was $670.54 for Vista Print.
Incumbent Bob Conley posted $4,288 in cash at the start of the reporting period. He received $930 in contributions, listed as coming from himself, giving him a total of $5,218. Expenses totaled $2,148, leaving him with cash on hand of $3,070. His largest expense is $943 for The Paper Inc., Milford, for print and online.
Challenger Elaine Kokenge listed her contributions and expenses as $360, with the contribution coming from her and Robert A. Kokenge. All money went to The Paper for advertising.
The fourth candidate, Brian Pyle, listed his contributions at $2,980. The report does not list expenses, but he put $40 in cash at the end of the reporting period. Contributors included Tony Garza, $100; Vincent Smith, $200; David Kolbe, $100; and himself, $109.80, $1,602.08, and $867.16.
Listener
In the county listener race, Chasity Sandy received $4,000 in contributions and $3,941.08 in expenses. All of her campaign contributions came from her and her husband, Matt Sandy. The highest spend was $650.63 for Imprint.com, $561 for VictoryStore.com, and $302.85 for Imprint.com.
Rhonda Helser declared contributions of $6,500, all of which came from her, and expenses of $6,082.01, leaving $417.99 on hand. His three largest expenses included $1,774.98 for Perma Advertising Co. Inc., Pierceton; $1,011.18 to Signs on the Cheap, Austin, Texas; and $1,000 to Kensington Digital Media, Warsaw.

Candidate Deb Wright lists her contributions at $1,970 and expenses at $1,433.51, leaving cash at $536.49.

Incumbent Paul Stoelting, Syracuse District 2 Councilman, listed his contributions and expenses as $0.
He faces Matthew Goodnight in the primary, but no report was available for Goodnight as of 3:30 p.m. Monday.
